About The Application Process and General Questions
1. Who can get a XL Prepaid Visa Card and how old do you have to be?
In compliance with the USA PATRIOT Act and other laws, you must be a U.S. resident over 18 (for ages 13-17 we will need parental consent and parents SS# and DOB; age of majority rules apply by state) with a valid social security number and a verifiable physical address (no P.O. boxes or A.P.O. addresses) to open an account and order a card. You must provide us with this information, along with other information pertinent to opening your account to order a card. Currently we do not issue cards to residents of Puerto Rico, Guam, the Virgin Islands, American Samoa, APO/FPO addresses, internationally or other U.S. territories.

2. How much does the card cost?
There is a one-time card activation fee of $4.95 if paid in advance that will be assessed the first time you add cash to your card.

3. How does the XL Card differ from a credit or bank debit card?
XL Prepaid Visa is a prepaid card and you spend only the amount of funds you place on your card. No bank account is needed and no credit checks required. It works like a credit card and can be used at ATMs and retail stores worldwide, but with no interest. You are in control of your spending. It also helps protect against identity theft and fraud because it is not linked to a bank account.

4. How does the XL Prepaid Visa Card work?
It’s a prepaid Visa card, which means you can spend up to the value placed on the card anywhere Visa debit cards are accepted. You can shop in stores, online, over the phone, and by mail order. Each time you make a purchase, the amount of that purchase is automatically deducted from the card.

8. What's my credit limit?
Your card is not a credit card; therefore there is no credit limit. You may only spend what has been deposited to your account.

9. How does the XL Card protect my identity and money from theft?
First of all, the money on your XL Prepaid Visa is not linked to your credit bureau information or any of your other accounts. Secondly, if it is lost or stolen, your money is protected.

10. If I have bad credit, can I still get this card?
Yes. There are no applications and no credit checks required.

11. Can I use my card to make reservations at a hotel and rent cars?
Yes you can, but hotels will verify that your card has sufficient funds to pay an estimated bill for your stay. That amount will be “held” in your account, making it unavailable for other purchases. When you check out, the “hold” will be removed and the actual bill amount will be deducted. Your card is always welcome for final payment.

12. Does using this card build my credit rating?
No. This Card is not a credit card. It is prepaid. Because no credit is granted and no payments are required, this Card does not build credit history.

13. What If I disagree with a transaction that has posted to my account?
You can go online to the “Contact Us’ form or you can call customer service and a representative will assist you. We have award winning customer service and we pride ourselves in putting the customer first!

14. Can I use my XL Prepaid Visa Card to pay bills over the phone or Internet?
Yes. You can pay bills to companies that allow telephone payments or Internet payments and that accept payments online. You must have enough funds in you card account to cover the payment and associated fee.

15. Can I find out about my card activity at any time, or do I have to wait for a monthly statement?
You will not receive a monthly statement. All account activity is kept updated on our secure Internet website. You can keep track of your money 24 hours a day, seven days a week. All you have to do is: Call our toll free Customer Service number and use our interactive telephone system. Follow the directions it gives you. Be sure to have your card number and security PIN issued with the card ready when you call. With your card number and password you can review your balance, transaction activity, and load funds.

About Using My Card

16. How do I activate my XL Prepaid Visa Card?
Your XL Prepaid Visa Card is supplied un-activated for your protection. You can activate your card by calling our toll free card activation number or go to our online activation screen located at: https://www.natcardserve.com/activation/
Upon activation you will be able to use your card with the supplied PIN. You will need your PIN to access cash from ATMs and point of sale merchants. Your PIN will become active immediately.

17. How do I view my account activity?
You can view all account transactions by logging in to your First Debit account online and selecting "Access My Account". The “Access My Account” screen shows transaction history, spending summary and available balance

18. What if I need to return an item I purchased?
Always keep your card handy. This way you will have it in case you need to make a return. You’ll need to contact the merchant and follow the merchants return procedures. The value of the merchandise will be available on your card in three to seven days after the return.

19. Will I need another form of identification when I use the card?
Depending on the merchant, they may require you to present additional identification.

20. I had enough money in my account to cover the purchase I was attempting to make, but I was still denied. Why?
Unless you checked your balance prior to attempting to make your purchase, it is possible that a service charge or an automatic payment that you have authorized has been deducted from your account, decreasing the balance available to you. If you have access to the Internet, you can check all the transactions on your account to determine your balance whenever you want or call the toll free interactive telephone service.

21. Can I schedule recurring payments or transactions?
Yes you can! However it will be determined by the merchant that you are going to set this up with. You just have to make sure that there are enough funds on your card when that recurring transaction comes due. "Recurring Transactions" are transactions that are automatically charged to your Card each month with or without your knowledge. Examples of merchants that may use recurring transactions include Internet Service Providers, Health Clubs, Insurance companies that automatically charge monthly premiums to your Card, "Book of the Month Club" type merchants, Cable TV services and the like.

22. How can I find out how much money is left on the card?
You can check your balance for FREE by using our secure Internet site. For a small fee you can check your balance by using our toll free interactive telephone service; however there will be a small charge for doing this. See Terms and Conditions for more details on fees.

23. Is there a limit to how much I can spend from my card during one day?
$500 per day for POS merchant.

24. Can I use more value than I have on the card?
No. But, sometimes a merchant will make a mistake and accept your card even though you didn’t have enough value on it. Should this happen, you are responsible for this payment and an overdraft penalty fee will may be assessed. Please refer to your Cardholder Agreement & Disclosure Statement for more information.

25. What are the ATM withdrawal and load limits on my card?
With XL Prepaid Visa, you can load a maximum of $1000 per day onto the card, and there is a $1,500 total maximum deposit limit from all deposit sources. Please review the online Cardholder Agreement for the most up-to-date information about your XL Prepaid Visa Card account. (Login to your account to access the Cardholder Agreement.)

26. Are the funds on my card insured?
No, your XL Prepaid Visa card is not FDIC insured.

27. How do I buy something that costs more than what is on my card?
You can use a second payment method such as cash, check, or credit for the difference. Let the cashier know how much you will pay with each type of payment before you make your purchase.

29. How do I report a lost or stolen card?
Call our toll free number (800) 510-1314 and speak to our Customer Service representative. Your account number will be cancelled immediately once you have reported the loss or theft, so be sure to report as soon as you notice that the card is gone. You will not be able to use that XL Prepaid Visa Card again. Upon proper documentation and a request by you, a new card will be sent to you. You are responsible for the costs of card replacement and delivery.

30. When are your customer service representatives available?
XL Prepaid Visa customer service representatives are available by calling (800) 510-1314 Monday through Sunday from 8 a.m. to 8 p.m. Central Standard Time. You can also access your account balance or transaction history, report your card lost or stolen, pay bills by phone by calling the XL Prepaid Visa toll-free account information line at (800) 510-1314.

31. How soon can I get a replacement card if mine is lost or stolen?
We can send you a replacement card regular mail or overnight delivery. You are responsible for the costs of card replacement and delivery.

32. Can I change the PIN number on my card from the one originally assigned to me?
No. At this time you can not change or have a custom PIN. If you forget or lose your PIN, it can be reissued to you. Please check the Cardholder Agreement & Disclosure Statement for the current fee for this service.

33. I cannot use my card, what is the problem?
You must make sure that you have activated your card in order to use it, and that you have enough money in your account to cover the amount of the transaction plus the associated transaction fee. One of the XL Prepaid Visa Cards comes with a label. Call the toll free number on the label to activate your card. It just takes a minute.
